The mind, the brain and the ethics of human flourishing

In their latest blog, Latha Weston and Carol Brayne, co-chairs of the NCOB Mind and Brain advisory group reflect on the pace of development happening across neurotechnologies and how this is raising new ethical questions and challenges.

The mind and brain occupy a unique position in our cultures and beliefs, central to our understanding of what it means to be human and how we differ from other species. Nowhere are the ethical challenges more acute than in technologies that aim to alleviate illness and enhance wellbeing, but may also enable the prediction, influence or manipulation of human thoughts, emotions and behaviour.

Scientific development in areas such as AI and computing is opening new possibilities for understanding, influencing and interacting with the brain. Indeed, many of the factors affecting the human condition are now within the reach of research and innovation. This combined with a growing interest in psychological wellbeing has fuelled a rapidly expanding market for devices and products that claim to enhance mood, cognition or mental performance. Many of these products may not be subject to the same regulation as medical devices regarding safety, effectiveness and consumer protection.

Neurotechnologies that can assist with movement, speech or mood may offer significant relief for individuals with psychiatric and neurological conditions. However, the range of potential interventions has widened significantly, and there are now more methods of altering brain activity that are non-invasive or remote. This creates new opportunities for life-changing treatment and support but also opens new challenges regarding personal autonomy, data privacy and accountability for when / if something goes wrong. They could also be seen to raise deeper questions about what it means to be human and where the boundaries of technological intervention should lie.

The impetus to improve and enhance not just human health, but human function, performance and experience has also grown at pace. Given the concept of ‘improvement’ is rarely neutral – it is shaped by societal influences, economic incentives and cultural expectations – this is exacerbating a risk that technological innovation will advance particular ideas of what it means to live well, and in doing so, overlook the complexities of human flourishing and our true nature as social animals.

Taken together, these shifts raise critical questions about whether our thoughts, or a representation of them, may become accessible to others, potentially becoming another set of data over which we may have little or no control. If that does happen, how will the thoughts and actions of individuals will be analysed, judged or influenced in daily life e.g. responsibility for one’s actions and the liberty of thought? What impact would this have on human development, communities and society more generally? How would we be able to assess harm, even before such technologies are rolled out to patients and publics? And how should we work to ensure the thoughts of future generations are protected?

Ultimately, these developments invite us to think carefully about some of our most important values, including privacy, autonomy and what it means to act freely in the world. They also raise broader questions about how we use scientific knowledge responsibly and the obligations we have to each other, to other species and to the wider world around us. As our knowledge of the human mind accelerates, so too does the measurement, analysis of understanding of other species’ sentience and capacities, prompting further consideration for society of how humans live, survive and thrive and how our actions impact the non-human world.  

As advances in neurotechnology continue, embedding ethics into a governance approach that can adapt and evolve alongside them is becoming increasingly important. In our current project, we are examining a range of ethical questions – including autonomy, identity, privacy and the balance of benefits and harms –  linked to the convergence of brain-computer interfaces (BCIs), AI and quantum computing, and will use the evidence we collect to develop advice and recommendations for those making decisions about the future of these technologies.
